Special Containment Procedures: Due to the neutralization of SCP-001-DE, no further containment procedures are necessary for the instance itself. All documents signed by SCP-001-DE are to be located, collected, and ultimately cremated. Should the creation of another SCP-001-DE instance occur, it is to be terminated immediately and all signatures made by it located, collected and cremated. This document will then be adapted to the appearance of another instance. If deemed necessary, SCP-[CLASSIFIED] will be activated if a new instance is created to sound alarm as early as possible. This document will be archived in the near future and rendered inaccessible to all employees with security credentials below level 4. A scheduled re-designation to SCP-001-DE-ARC is already in the planning stage.

Description: SCP-001-DE describes an entity initially known under the name of Dr. [CENSORED], director of Site-DE██. It attained its anomalous abilities through hitherto unfathomable means while signing a document that dissolved the third clause, cl. 3 Site-DE██. It regulated the more humane containment in his site. According to records, this phenomenon occurred during a conference of the entire site lead of Site-DE██ on 02/12/20██. The anomalous property of SCP-001-DE was to override every law of his choosing forever through his signature. Overridden laws could also no longer be restored and/or complied with. Thus, all clauses which were written at the third position of every site, were deleted through the signing of said document, resulting in a chain reaction that automatically overwrote every clause shifted to the third position. This would have led to a multitude of simultaneous and global containment breaches and K-class scenarios due to the breach of several anomalies, if the situation had not been observed and brought under control early enough. Using SCP-[CLASSIFIED], the situation could be quickly alleviated and Dr. [CENSORED] detained, before he could sign the document. This incident was cataloged under the designation of "SCP-001-DE-1". Tests were then carried out to ascertain whether the document itself or Dr. [CENSORED] expressed the anomalous properties, and revealed Dr. [CENSORED] to possess said properties.

His classification as item SCP-001-DE is reasoned by his potential to override every single law in existence. According to hypotheses, not only legal or internal laws, such as guidelines, are vulnerable to this effect but also scientific laws. However, it was decided not to perform tests on this hypothesis. But only Dr. [CENSORED] seems to exhibit this property, as no replica of his signature had the same effect.

Following a vote by both the O4 and O5 Council, a majority of 70 % voted in favor of terminating SCP-001-DE, thus neutralizing its effect.

Special Containment Procedures: All information relating to SCP-001-DE's real nature, Incident 001-DE-α, and Dr. Thorsten Tietz, the creator of SCP-001-DE, are to be given a level 5 or higher security clearance. Additionally, the antimemetic agent AMI0423/5 is to be attached to all aforementioned information, which, apart from a cognitohazardous effect, suppresses the cognitive ability to process and save recorded information. It also makes sure persons exposed to said information quickly forget or store it inside the lobus parietalis, thereby rendering it irretrievable. Furthermore, an agent which prevents immunity against the antimemetic agent is to be administered to every employee with the annual inoculation.

The security AI "KIRA" was tasked with analyzing and observing the behavior of every Foundation employee. Should an overlap occur in which an individual is found to remember SCP-001-DE or any information afflicted with it, MTF DE1-𝔏 is to be sent to the affected employee, who is subject to rogue behavior, and take them into custody. The employee will be subsequently interrogated, amnestitized, and subjected to a more potent antimeme and the antimemetic agent AM001/Ω. Afterwards, the employee may be released from custody.

Personnel without the required identification code are to be redirected to a fabricated lure entry that declares SCP-001-DE as neutralized. In addition, the real entry is to be surveilled by "KIRA", and a second access key is to be requested in case of attempted access. The following staff members are allowed access to the real entry. This document will be updated if the authorized personnel changes:

O5-1 to O5-13, O4-1 to O4-5, Dr. Thorsten Tietz, Security AI "KIRA", Archive AI "KAI".

In case of an unexpected event, involving abuse of SCP-001-DE or a TYPE G-001 alarm, SCP-[CLASSIFIED] is to be activated to alleviate the situation as quickly as possible. To evade involvement of Foundation-external agents in Project "ALLEKIRJOITUS", the conscientious activity of every suspected agent is to be surveilled pre-inauguration. When an agent is located, the latter is to be demoted from any administrative positions and subsequently detained and interrogated.

To prevent administrative abuse of SCP-001-DE at all costs, Dr. Thorsten Tietz is the only one to have been entirely inoculated against the antimemetic agents AM10423/5 and AM001/Ω. Every other administrative organ has been inoculated against the agent to an extent that they can perceive, remember, and understand every information, but are unable to perceive SCP-001-DE itself in order to prevent a replica. To ensure loyalty of Dr. Thorsten Tietz himself, his loyalty was artificially increased to the highest level registered to date through all means known to the Foundation. To make this more reliable, his morale and objective thinking has been artificially furthered and the idea of the "greater good of humanity and the Foundation" was implanted into his personality. When deciding the usage of SCP-001-DE, he has the final say and can veto its utilization.

Should Thorsten Tietz die, his corpse is to be recovered and cremated. Ultimately, a vote will be held among the initiated Ethics Committee, O4, and O5 Council to decide which employee would be worth considering for protocol "Exchange"¹ and whether they must be inaugurated in Project "ALLEKIRJOITUS". After the vote, the employee in question is to be taken into custody by an MTF DE1-𝔏 squad and initiated. Protocol "Exchange" will then be performed. The chosen employee will be deleted from the staff index and archived as "terminated".

Description: SCP-001-DE describes the result of Foundation Project "ALLEKIRJOITUS", which aims to control, shape, rewrite and/or delete all laws for the Foundation's benefit. So far, Project "ALLEKIRJOITUS" was an overwhelming success under the leadership of Project Lead Dr. Thorsten Tietz, and 26 laws could already be deleted or rewritten in favor of the Foundation. This involved 18 legal laws that restricted the Foundation in its ways through government control, as well as eight scientific laws that simplified the containment of both two Keter and one Tiamat-anomaly, among other things.

Project "ALLEKIRJOITUS" was submitted in form of a proposal to the O4 Council and afterwards to the O5 Council and Ethics Committee by Dr. Thorsten Tietz, formerly O4-7. Afterwards, the project was initiated under Dr. Thorsten Tietz's lead following a vote among all parties, with 67 % voting in favor. After a year of research, Tietz ultimately managed to produce and eventually test the first prototype of SCP-001-DE. Incident 001-DE-α resulted in the course of this, with the project being restarted after a second evaluation. The fourth attempt lastly resulted in Dr. Thorsten Tietz creating and using a stable and reliable SCP-001-DE.

SCP-001-DE itself describes the signature by Dr. Thosten Tietz, which gained its anomalous properties through Project "ALLEKIRJOITUS". This signature now contains the effect of overwriting or bringing into force all laws formulated in text-form, provided the format on the draft is comprehensible enough and adapted to the standards of SCP-001-DE. One of the most important standards is that, if - for example - a clause of a concluded contact should be overwritten by two or more different parties, all other parties are also obligated to add their signatures, so that the anomalous effect comes into force. Once these conditions have been met and SCP-001-DE placed at the bottom of the document, or rather Dr. Thorsten Tietz signs the document himself, the anomalous effect will be inured. It should be mentioned at his juncture that Dr. Thosten Tietz must not set his signature himself. Even replica manufactured by others showed the same anomalous effects. Laws can, once overwritten, not be restored and/or complied with.²

Should SCP-001-DE's anomalous effect be activated, it will emit a subtle hum across the whole globe. A memetic agent has been attached to this hum, which will also trigger its effects in the person affected when they merely perceive it. By overwriting and deleting the memories of the old legalities, as they were stored in the brain of the person affected, the latter will consider alterations of the law by SCP-001-DE as normal and will not question them. Tests show that this hum is perceived as the sudden appearance of a mild tinnitus. Furthermore, the hum causes itself to be considered unimportant and cannot be anchored in memories.

But new laws can also come into effect under the right circumstances. One of the conditions is that the same law has not already existed in some form or interpretation and has not been overwritten by then. Additionally, another important factor is that it must be a scientific law, otherwise the effect will not be activated. When these three conditions are met, a new law can be brought into force. Out of 26 applications in total, the Foundation only managed to inure two new laws with SCP-001-DE so far. In the abstract, SCP-001-DE can also be used to rewrite existing laws, but this effect is still being tested and currently subject to an ongoing examination by Dr. Thorsten Tietz. Attempts to utilize this effect will be resigned from for now, as there is a fear of Incident 001-DE-α repeating itself.

The Foundation cataloged the first usage of SCP-001-DE under Incident 001-DE-α. During said incident, a total of three K-class scenarios was caused, fifty anomalies around the globe, mainly Keter-class anomalies, breached containment simultaneously, and the functionality of four Thaumiel-class anomalies was irreversibly neutralized. However, SCP-[CLASSIFIED] was found to still be intact by chance, whereupon it was activated to reverse the situation as fast as possible.

The object's categorization as SCP-001-DE and not as a means of utilization under a level 5 security clearance is reasoned by the fact that usage of SCP-001-DE could overwrite all laws. This includes, as previously mentioned, scientific laws of any kind. In theory, SCP-001-DE could possibly be used to cause all K-class scenarios recorded hitherto at will or erase the Foundation, all groups of interest or cultures forever with a mere gesture, see Incident 001-DE-α. However, utilization of SCP-001-DE to erase groups of interest is refrained from, as this would entail unforeseen consequences of hitherto inestimable severity. But SCP-001-DE is only used to open legal or physical doors to the Foundation at the moment, and ease or even enable containment of different primary or secondary anomalies. It was therefore given the Thaumiel classification despite its extremely high risk potential.

1. "Protocol 'Exchange'" describes a procedure by which the memories, emotions, identities, thoughts, loyalties, personality, and resistances of Thorsten Tietz are implanted into another body. In the process, the brain of the new body will be entirely overwritten and replaced with everything that constituted Thorsten Tietz. It should be noted that the new body and the copied brain should harmonize with each other, as otherwise the newly implanted brain could be rejected during the procedure.

2. For example, would the principle of mass conservation be overwritten by SCP-001-DE, a chemical reaction could result in only more or less mass being produced from the reaction, which would have fatal consequences for all chemical reactions at once.
